Run the stirrups up first and then slide the covers over them, so that the stirrup leather stays straight and the fabric does not get pinched. Use two, even if only one side comes against a wall or against another saddle: in a lorry or a car boot everything moves. Shake the sand and horse hair out of the fabric before you use the covers again, because grit between fabric and leather does the rubbing itself. What is a stirrup cover for?
